I was then a scholar in a State University taking post-graduate studies to pursue a dream for a career profession in teaching when in the final phase of enrolling a thesis requirement everything has stopped as taking the subject will cost me multiple times higher than what I could afford. That was in 2002 and the cost gets higher by the year against the earning that is getting lower instead. The stumbling block has reduced me into a hopeless loser, a jobless nobody, an added burden to a destitute family. The huge investment in time and money for a dreamed career went down the drain for a fraction of shortfall I couldn’t accept happening. Seven years has dragged my life meaningless and I’m coming out of age until TESDA happens.

The Scholarship grant for a half-year course of Massage Therapy I benefited from the Technical Education and Skills Development Authority has changed the whole world in me from being a frustrated professional into a happy career-provider of a world-class standard. It was a brilliant way of fast-tracking a dream profession exclusive from TESDA and never-known to so many people like me who happens to be constricted to the old confines of formal education.

I have then heard of TESDA hence the word is a common talk but I never realized the magic that brings hope and success to so many people in this poor country. I started witnessing that fact late last year when I entered the so-called “world of Tech-Voc” in the Cali Paramedical College, a training provider referred to by the TESDA provincial office who granted my scholarship application. I’m taking the course as my second option and a sort of buying time while in the waiting for opportunity. But the thought has changed the very first day of orientation which is an induction program taking place prior the training.

The whole-day process involving some 60 Scholars was a unique experience and a real barrier-breaking in the learning environment especially in the channels of communication. Anybody participating would not think of the school as mere requirement and a domain ruled by boring teachers feeding knowledge and deciding fate. The Cali School is an equitable teaching-learning community in a competitive harmony of teachers and learners with diverse potentialities sharing knowledge and skills among each other. I was overwhelmed by the spontaneous dynamics seem so free and not structured. There and then I feel in me a career coming to life.

NOT SO SIMPLE are the requisites for the schools to be awarded with the Pangulong GLORIA Scholarships (PGS) as this province is marked for massive corruption, but the Provincial Director of Tesda, PD Tarhata Mapandi has her own way of ensuring implementation.

IT WAS THE SECOND MONTH of the Summer training in the Cali Paramedical College (Cali) and the President, Dr. Camal Cali is getting the highest level of blood pressure for the year.

The cause of his grief is the delay of the students allowance from Tesda. Day after day, Dr. Cali is confronted by the scholars’ problem like the transportation expense in getting to school. The Scholars have signed a contract stating their scholarship is forfeited for absences.

But most distressful of all are the accusing fingers of the Scholars’ Parents casually spreading gossip that the Scholarship funds have been corrupted by the school.

What really happening was the funds is in the Tesda but it cannot be disbursed without completing mountainous papers to fill-up and signed and every document is authenticated. The Pangulong GLORIA Scholarships (PGS) required new process that is known to be foolproof and the Provincial Director is taking it seriously. Since the start of the first batch in late March Cali papers have been returned by Tesda for not having satisfied the reporting standard, not only twice but for the seventh-time.

A fly-by-night venture wishing luck in the PGS funds would not survive the Tesda scrutiny and this part of the ARMM known to be witty for corruption is having a graft-busting Tesda Executive that rules.

STUDENTS each receiving P7,000.00 cash allowance from the ‘Pangulong GLORIA Scholarships’ are glorifying the President.

MARAWI CITY, Lanao del Sur – Scholarship funds from Tesda is making a euphoria in this part of the Muslim region as hundreds of students are receiving cash allowances by the thousands of pesos each. President Gloria Macapagal Arroyo, who’s the scholarship program is being named, is venerated by the Maranao for allowing millions of money flowing down the beneficiaries untouched by corruption.

The Cali Paramedical College (Cali) in Marawi, a school providing short courses for Tesda is giving the first half of the P7,000.00 cash allowance for each of the 300 Scholars taking a 6-month medical training. The amount has equivalent billing for the school fees making a total grant of more than 11 thousand pesos for the scholar or about 4 million pesos government grants for the summer in the Cali.

This June opening of classes, the school is expected to double the number of scholars receiving grants from the PGS, a newly enhanced financing scheme in the Tesda scholarship program. Cali is taking pilot implementation of PGS in the province.

All other schools providing training for Tesda are also receiving the grant. This is an added provision to the free training, a scheme intended to ensure a student continue schooling until they acquire competent skills for a job on the waiting as Tesda executives are harping solution to the country’s job-labor mismatch.

MSU has 31 topnotchers in board exams!

MARAWI CITY - The Mindanao State University System (MSU) produced 31 top 10 passers, including two topnotchers, in 12 national board examinations conducted by the Professional Regulation Commission (PRC) for 2008, a university official said yesterday.

MSU President Dr. Macapado Muslim said seven graduates from the MSU Marawi main campus and two from Tawi-Tawi landed among the top ten passers in the October 2008 licensure exam for Fishery Techonology.
An MSU Tawi-Tawi graduate, Yashier Jumar placed first, Cherry Nian was 9th, while the Marawi main campus graduates ranked third, fourth, fifth, ninth, and tenth.

Muslim added that the MSU main campus was rated the second top performing school in the Electrical Engineering, Nursing, Social Work and Fishery Techonology board exams.

The MSU Iligan Institute of Technology and the MSU General Santos City were this year's top performing school in Electronics and Communication Engineering and Mechanical Engineering.

Graduates from MSU General Santos City swept the top 3 ranking while another ranked No. 8 in the Mechanical Engineering board examination.

Ronald Hidalgo ranked No. 1, Benjer Acosta, No. 2, Chanley Callano, No. 3 and Ralph Ian Lagunay, No. 8.
MSU Maguindanao graduate Allen Julius Declaro also landed third among top 10 passers in the board exam for Agricultural Engineering.

"Records would show that MSU strives to reap academic excellence in various national board exams besting older and known universities in the country. This is a feat I attribute largely to the quality of our faculty members and students," Muslim said.

Muslim, the 12th president of MSU, said the university also produced one of this year's Ten Outstanding Students of the Philippines, Zakariya Tocalo Muripaga of the College of Natural Sciences and Mathematics.

A graduate of the MSU Siawadato Agricultural High School in Lanao del Sur, Muripaga, a 2008 Magna cum Laude, received his distinguished award from President Arroyo in Malacanang.

Apart from topping the exams in Electronics and Communication, Mechanical, Electrical, Agricultural engineering, Nursing and Fishery, Muslim said, MSU also topped in Social Work, Metallugical, Certified Public Accountancy and Master Electrician board exams.

MSU was created on Sept. 1, 1961 by Republic Act No. 1387, as amended by RA 1893, to hasten the integration of the cultural minority groups into the mainstream of the nation and socio-cultural and political life through public education.

Muslim, who has a Ph.D. and Master's in Arts in Political Science from the University of Hawaii as East-West Center Scholar, said the MSU's achievements were in line with system's vision to lead the university to higher levels of excellence and relevance under a 12-point Reform Agenda.

Why Christian Filipinos Should Support Bangsamoro Right to Self - Determination?

An Open Letter

In Behalf of the Christian and Lumad settlers in the Bangsamoro homeland, we humbly share with you our opinion in lieu of the GRP-MILF conflict and the escalation of violence in Mindanao.

We believe that the Bangsamoro’s Right to Self-Determination (RSD) is a rightful claim that should be afforded favorably by the government in consonant to the universal declaration of human rights. The claim of RSD is a healthy exercise of the indigenous and marginalized sectors in the Philippine society especially the ones undergoing extreme poverty and deprivation. The Moro people’s demand of their ancestral domain is the most urgent one -- firstly because it has caused wars for centuries now, and secondly, the claimant has their own social system distinct from the Philippine mainstream society.

Such people require self-governance and inter-state relationship with the national government in order for them to live productively and in harmony with the entire country. The question of Constitutional limitations in realizing MILF demand has far superseded by the imminence of civil war and the irreversible escalation of violence which endangers national security.

Philippine history affirms Bangsamoro nationhood to be existent all over Philippine archipelago long before the Spanish conquest. The Bangsamoro was then a peaceful society of dynamic people that have rich culture and enjoys economic prosperity. They have reached advance social system and they had acquired significant trade relations with neighboring countries.

But in due time, this Moro society inferior in their casual community-based defense system was then subdued by the invading superior force of armies with galleons of advance weaponry and war tactics the world ever had. The Moro cities and communities all over the archipelago were then engulfed one after another by military and religious domination. Most of their people were assimilated to Christianity but there were also many who have endured resistance. For more than four hundred years of subjugation, there still remain today a determined Bangsamoro in the hills and among us. Yet their territories had been constricted to the ARMM, their Muslim law has been compromised, their freedom has been usurped, their development has been altered and their society has been corrupted, but the Bangsamoro still thrives in Islam and determined with the struggle for self determination.

An allegory tells us about the Moro liken an oil inside the pail full of water in which the Philippine government have tried to dissolve through the centuries but failed.

One should realize the fact that the principles of Bangsamoro existence lie on the ever-present elements of nationhood their society has attained since time immemorial. Furthermore, its religion of Islam has been serving them completely – encompasses everything of a Moro from the womb to the grave and until the life hereafter in so detailed wisdom and practical values. Islam is feeding the Moros a timeless strength and resolve to remain Muslims from generations to generations. The very least of their comfort is their tribal pride and the rooted identity they can bank on.

In a vernacular, Islam is indeed like an oil in the pail of water. The water may have overwhelming quantity will eventually evaporate under the heat of the sun. Unlike the oil that remains stable in substance and quantity, the water under the heat will easily break down to separate elements and dries up leaving ashes of impurities.
The Moro has their own way of life very different and usually opposite from the majority Christians in the country. They are entirely ruled by Islam contrary to the law of the land separating church and state. And besides, we should accept what history has proven of the Moro -- unless they are annihilated altogether, their right of self-determination remains a quest that compel rebellion. With the current circus of economic and political crisis in the country that is further complicated by the US geopolitical interest in the region, these and all other issues in the Bangsamoro will spell deaths, endless conflicts, terrorism and worst, an Afghanistan-like “anti-terror” devastation.

Not even an “expanded ARMM” or an improved Muslim Code suffice Bangsamoro need of national freedom and self-determination. However, a Bangsamoro Juridical Entity in the MOA-AD could have lead to peaceful reconstruction of the Moro society to co-exist with the rest. By then, Islamization will gradually transform the Moro people towards attaining their aspired development. These are in effect will overwhelm the social blights corrupting their society while their Shariah is in the process expand its rule to institute their self-regulations, advances the peoples rights and welfare and enforce social security for the Muslim, Christian and Lumad settlers alike. Moro will then be good a Moro with their own justice system. With the provision on “Dhimmies,” (a law in the Shariah that protects the non-Muslims in a Muslim territory) non-Muslim communities inside Muslim territories can enjoy freedom of their chosen faith, ways and practices that are free from harm, intervention or any form of injustices under a Muslim rule.

THEREFORE, we affirmed support for the Bangsamoro Right to Self-Determination to be realized the soonest possible time. Let not ignorance rule our society. Let us help one another to rectify the wicked course of the Philippine history. By God’s will, we shall overcome these wars and reconstruct Mindanao in a sustainable peace and development.

71 OUT OF 123 PASSED GEM SCREENING

ALMOST HALF of 123 Applicants eliminated in the initial screening of the GEM Mining Scholarship yesterday. In a report from the USAID, coordinator Cesar Umali Jr. says at least 52 from the long list of applicants submitted by the Cali Foundation in Marawi have failed to qualify the richly-funded educational package offered for engineering students in Muslim Mindanao. The eliminated applicants have no engineering background.

Umali explained that it would be difficult for non-engineering students or graduates to shift to mining engineering because of the differences in academic requirements. A fact sheet of the program indicates that candidates will be students in various engineering courses, who wish to shift to mining engineering.

A scholar for BS Mining Engineering will receive financial grant for tuition fees, living allowance, dormitory or housing allowance, transportation between residence and school, supplies and materials, laboratory fees, miscellaneous fees, and to some extent, air travel from hometown to the school they are enrolled. Applicants can even enjoy free travel grant for the admission test in Manila, Baguio or Cebu, prior to their scholarship.

Dear Dr. Cali,

First of all, thank you very much for your help. I know you are very busy, and are helping purely out of your concern for others.

Applicants for B.S. in mining engineering scholarship need to compile and send to GEM only the following three initial documents:

1. Certified true copy of transcript of records/grades from school where he or she is enrolled, or graduated

2. Certificate of good moral character from present or latest school

3. Brief application letter addressed to the GEM Program, stating the reason for choosing B.S. in Mining Engineering course (job opportunities in the mining industry), and preferred/target school (Cebu Institute of Technology, Saint Louis University, or U.P. Diliman).

As soon as I receive the above documents, I will send to the target school/s. Depending on feedback from the target school/s, GEM will fund qualified applicants to travel to Manila, Baguio or Cebu, to take the necessary tests and/or undergo interviews. It will be nice but not necessary for GEM to interview applicants at this time.

I would be grateful if you can provide a list of applicants (name, current school, current course, current year level, and telephone number) before Friday (Feb. 13), as I am preparing a progress report on mining scholarships. Women are eligible to apply.

GEM3 MINING SCHOLARSHIPS

The Growth with Equity in Mindanao (GEM3) Program, funded by the United States Agency for International Development (USAID), is looking for students from under-represented communities and/or conflit-affect areas, who are interested in pursuing a Bachelor of Science (B.S.) degree in Mining Engineering, starting in Academic Year 2009-2010. (B.S. in Mining Engineering is a five-year program.) Candidates for scholarship will include current enrollees in various engineering courses who wish to shift to mining engineering, or graduating high school students, including those from GEMsupported schools throughout Mindanao.

Objectives of mining scholarships:

1. To enable scholarship recipients to earn a B.S. In Mining Engineering; and

2. To give students from historically underrepresented communities the opportunity to participate in, and benefit from, the expansion of the mining industry.

Keeping ahead in competency assessment and certification in the Technical Vocational Education and Training (TVET) has been the working policy incumbent upon the Cali Paramedical College Foundation, Incorporated (CPCFI) through the years, and in this regard, I may salute my colleagues, faculty and staff for their momentous success!

Employment - the eventual end of every TVET student - requires passing of the competency regulation. It is more relevant as the country is gripped by crisis and unemployment which are further compounded by the withdrawal of abused OFW back to the fold of unemployed labor force in the country. I believe that the export of home-based and non-skilled manpower should cease in favor of the skilled and labor-secured overseas employment. Along the brain-drain should go the prioritiy investing for sustainable industry and the further transformation of the Philippine educational system that truly serve the national interest.

The qualification and certification standards set by regulating bodies are not simple obligations to comply with. They encompass all the capabilities the Institution should be equipped with and especially in human and material resources to bank on. Capital requirement for quality education has always been a dilemma especially in serving the poor and the underprivileged. The CPCI 2008 Report reflects vivid memories of these real-life struggle.

I am foremost indebted to Allah, most Gracious and most Merciful, for all of His endowments and for letting me witness the success of the Cali Foundation until today. By Allah's Will, we could still have this kind of Report to show of in the future.

INTERVENTIONS AND MECHANISM

1. POLICY AMENDMENTS AND APPLICATION - involves the concrete redefinition of the Mission Statement and Goals according to the personality and thoughts of the CPCFI originator and of what the CPCFI should be. This shall make the concept very clear to guide the formulation of policies and programs. An “ideological line” that serves as the “spirit of the moving bodies” must be invented so that every CPCFI personnel will work with a heart and dedication. Translated into concrete action, the CPCFI Mission by then becomes a BATTLECRY of every CPCFI officer and member that will trickle down to the beneficiaries and the entire CPCFI shall become a “gold chest” treasured by everybody.

The intended paradigm shift can only succeed upon expert manipulation over the “drivers” and on the factors involved. At present, the President had imported an able consultant that executes interventions as well, and the “war generals” are now put into position. The CPCFI engine room has now been established with its crew filling-in their posts gradually. These workforces must be sustained. A capital outlay for at least the 3-month costs in administrative services must be invested. The amount required in the actual situation at present should suffice sustenance of the present In-house Consultant-executive on a full time basis with at least 3 regular staff in the administration excluding the CEO (now the President) and the Cashier (the usual CPCFI Treasurer). A quality workforce in that set-up can assure the production of resources for the needs beyond.

2. ADMINISTRATIVE SYSTEM AND OPERATION - must include the process of capability building in the administrative workforce along with the regular operational routine. It shall be a working style of theory and practice in an upgrading cycle. This workforce must also have their “second-liner” that shall serve as their assisting staff. This is to assure replication of skilled manpower in the natural process of making work outputs. In this set-up, no work shall be dislocated in the absence of the principal staff; his second liner will take his place. Its major advantage is the institutionalization of the basic element of sustainability, the continuous supply of required skilled manpower. A check and balance mechanism must not be overlooked in the administrative system.

A program on Human Resources Development must be established. This shall be headed by a qualified executive that likewise assigned to oversee all the personnel and submit periodic report to the president. In the process, the HRD head, in close coordination with the guidance counselor, shall come up with a concrete program plan, devise methodologies and execute direct interventions in the process. These, however, shall be defined clearly in relation to the systematic flow of Institutional leadership from the top executive. The principle of professional accountability and mutual benefit must reinforce the values-motivated personnel. A compensation scheme that gives justice due to each and everyone shall be implemented without harming the budget security of the Institution. The scheme of compensation can be partly monetary and partly credit point of services freely rendered. All the labor must be fairly accounted for in a legal record system for future reward. In the actual set-up, a CPC-Family Multi-Purpose Cooperative can serve to legally account the personnel credit points. This will in return translated into funding grant for the CPCFI scholars and outreach beneficiaries. In this manner, the partly free services rendered by an employee are credited as his scholarship grant to a CPCFI beneficiary.

3. FUNDING REQUIREMENTS AND ITS GENERATION - have to address the priority areas of intervention with the amount vary according to the program thrusts required per se. Each identified areas must have its own proposal for funding either by grant or loan, however, if funds is not sufficient enough, it shall use from the general fund diverting some other appropriations that can be sacrificed until sufficiency is met.

Aside from the operating cost in basic programs, additional budget for the areas of intervention should be provided immediately to start the ball rolling. Deficiency of intervention budget will jeopardize the entire scheme and could be disastrous since every area of intervention is vital component part of the whole system. The complementing relation of each area is more complicated as command and control of its operations is based on different degree levels in terms of program thrusts or emphasis. Budget is very vital in the command and control because it is the prime variable used to navigate in every twist and turn of events

5-YEAR REPORT REVEALS STRATEGIC OPPORTUNITIES BEYOND SCHOOL SYSTEM

The summed-up educational outcome from the years 2002-2008 are all signifying qualitative achievements. It was found out that the quantity aspect especially on the number of students, lagged behind unattended. While it is believed that quantity comes next to quality, the state of imbalance in the past 5-year experience of the Cali school was serious enough that created negative implications. The persistence of this problem must have caused by inherent flaws in the quality system itself.

QUANTITATIVE DEVELOPMENT MUST FOLLOW

The recorded population in all levels average to about 420 students a year or a total of 2,090 in a 5-year operation. This output is complimented by sporadic charitable services accounting to more than 6,000 estimated total beneficiaries (See The CPCFI AY 2007-2008 Report, page 8, Table 3). To such, the CPCFI essentially operates as a charitable organization rendering more outreach services to the community rather than being a school. However, its school operations remain in regular basis and it made efforts to incorporate outreach as academic exercise. This situation explains the quantitative educational outcome a result of strong influence from the institutional handler, the president and originator Dr. Camal Cali, in continuance of the century old legacy of their family in public service.

The program thrusts in the past should be redirected to make the educational operation in forefront agenda. Charitable outreach shall serve the educational services in accordance to the requirements of learning process. Given the limited sources of funds and the insurmountable budget deficits accrued, the number of students and the payment generated from the non-scholars must be raised up to the point of self-sufficiency. By then, program to capture the market of enrollees must be emphasized. This should be expressed in public information campaign suffice to reveal the educational qualities of the school.

A paradigm shift must be enforced immediately to arrest the critical condition of budget. There must have decisive interventions and support mechanism to be employed in at least the first year transition. These interventions must start from the top policy-making down to the particular program implementation. The redirection and transformation must address the areas of administrative system and operation, the funding requirements and its generation, the number of personnel and the kind of qualities suffice for human resource development, the kind of program and program thrusts appropriate to the rectified direction setting, and lastly, the Institutional competitiveness, advertising and promotion.

BRIEF HISTORY

The Cali Paramedical College Foundation, Inc. (CPCFI) is an institution of higher learning whose existence is motivated by the philosophy of social equity and lifelong learning, especially for the marginalized sectors. Created in the year 2002 with around 200 students under the former name, Cali sa Marawi Memorial College Foundation, Inc., the CPCFI has now 3 branches: the main campus located at Moncado Kadingilan, Marawi City; the CPCFI Hospital at Quezon Ave.; and, an Outlet in Iligan City. It has modern school facilities and equipment and enjoys convenient access to 35 Institutional partners and linkages for advanced and specialized support expertise.

Composed of competent and dedicated personnel, the CPCFI operates on a standard prescribed by law. It is consistently producing professional and skilled graduates in an employment passing rate of 90%.

PHILOSOPHY

Education is a right of every citizen and the state is obliged to fulfill them with policies geared towards resolution of the society’s basic problems. With the debacle of brain drain vis-à-vis the insurmountable unemployment in the country, the government has to mobilize public and private resources to shift priorities into skill-based education needed by the global market. This strategy of economic survival shall be paralleled with the building of local industries to solve unemployment and further establish the foundation of sustainable economy by an education system that truly serves national interest.

VISION

The Cali Paramedical College Foundation, Inc. envisions a leading Islamic-integrated educational institution in the country that harnesses skill potentials, value-motivated productivity, and cause-oriented pursuits, and producing manpower with globally-competitive skill and professional competencies.

MISSION

The CPCFI is committed to establish and operate a licensed and accredited paramedical college that produces world-class manpower especially from among the marginalized sectors. It shall equip the students with lifelong learning, induced them the required knowledge, develop their potentials on sound universal values, culture them with the proper working behavior, and finally, establish their employment competitiveness.

GOALS

1. Establish a competent school system that offer medical, medical-related and relevant Baccalaureate degrees; most preferred short courses with high placement value; and as well as, basic primary and secondary education.

2. Operate a progressive values-oriented teaching-learning community of competent, competitive, creative, and certified individuals imbued with the spirit of volunteerism and social justice.

3. Institute a program on sustainable outsourcing especially for funding assistance and create an information-communication system for human resource development and placement.

4. Maintain an advocacy program that caters issues and concern in education and employment; and in particular, contribute for the transformation of DH-based placement into skill/professionally competent manpower supply addressing the persistent problem of DH abuses abroad.

5. The general education outcome of CPCFI shall qualify the parameters of world-class skill and professional competencies, advance the employment & economic edge of the graduates, and finally fulfill the expected social benefits of the society in general.
